Transportation System Plan
A Transportation System Plan (TSP) is a long-range planning document that local governments use to guide transportation investment over a 20-year horizon.
Update Project
In July 2026, the City of Albany, together with the Oregon Department of Transportation and Kittelson & Associates, Inc., began a project to update Albany’s plan, last updated in 2010. The project is anticipated to take 18-20 months, with adoption in the spring of 2028.
A successful plan is as unique as the community it describes. The policy framework, planning direction, and selected projects and programs will reflect Albany’s objectives and priorities to meet local multimodal transportation needs. The plan will be informed by the City's Strategic Plan, and meaningful engagement with city, county, regional, and state agency partners, transit providers, organizations that support walking and bicycling, and a wide range of community members.

Linn-Benton Loop
The Linn-Benton Loop provides FARELESS service between Albany and Corvallis, Monday-Saturday, with connections to the Albany Transit System and the Corvallis Transit System

The Loop operates Monday through Saturday except on New Year’s Day, Martin Luther King, Jr. Day, Memorial Day, Juneteenth, Fourth of July, Labor Day, Veterans’ Day, Thanksgiving Day, and Christmas. On the Friday after Thanksgiving, the Loop runs on a Saturday route/schedule.
The City and ODOT are updating Albany’s Transportation System Plan over the next 18-20 months.

Bicycle Racks
- A bicycle rack is available for use on a first-come, first-served basis.
- The Linn-Benton Loop and its operator (City of Albany) assume no liability for damage to bicycles.
Wheelchair Service
- The Linn-Benton Loop provides accessible service for passengers using mobility devices (wheelchairs).
- The transit operator will assist in securing the wheelchair in the spaces provided.

The Linn-Benton Loop is operated by the City of Albany and governed by the Linn-Benton Loop Board. Staffing support for the Linn-Benton Loop Governing Board and Technical Advisory Committee (TAC) is provided by the Oregon Cascades West Council of Governments, through the Albany Area Metropolitan Planning Organization and the Corvallis Metropolitan Planning Organization.

Call-A-Ride operates within the Albany City limits.

Fare
$2/person, one-way
Temporarily fareless service effective March 30, 2020.
- Ticket booklets are available at the Riverfront Community Center office to aid riders in paying their fare.
- Exact fares are required. Drivers do not carry change.
Eligibility
The Call-A-Ride service is generally available to Albany residents who are:
- Senior citizens 60 years of age and older, OR
- People of all ages with disabilities who are unable to access fixed route bus services.
