Albany’s Low-Income Assistance Program is dedicated to helping qualified low-income residential customers pay their City utility bills. There are currently about 250 households enrolled in this program.

Starting October 1, 2025, there are three ways to apply for assistance on your City utility bill, year-round.

If your household’s utility account is in your name and you qualify through OHP, SNAP, or your annual gross income, you are eligible to receive a monthly credit for up to four units of water use and a 70% discount on your city services fee.

With OHP eligibility

How is the program funded and run?

Albany’s low-income assistance program is managed by the Community Services Consortium (CSC). If approved, assistance is provided through the end of the calendar year. You must reapply each year. Recipients are still responsible for paying all other charges on the bill and credits do not carry over from one month to the next. Every single-family residential water customer pays a fee to fully fund this program exclusively for low-income assistance. Low-Income Assistance Program City Council Resolution

This is not the same program as the Low Income Home Energy Assistance Program (LIHEAP).

 

The City of Albany manages the water, sewer, and stormwater utilities in the City of Albany. Rates are set through resolution by the Albany City Council. Low-income assistance is available to all qualifying low-income residential customers.
